Early morning traffic signal timing is very slow

A. I travel E/W Park Blvd at a little after 5:00am every morning. Almost all the lights on Park Blvd are on "night timer" this early, where they change quickly as traffic comes and goes. However the light at Belcher and Park Blvd, seems to be an exception, where it is set to fixed timing. I don't really understand why this is the case. Traffic on Park Blvd is needlessly backing up, waiting for this signal, while there is absolutely no traffic on Belcher. The timing is just too long for no reason. I question why this is the only light that isn't using the sensors in "night timing" mode. If it has to be on some permanent, fixed timing, why is it set so long? Someone need to make adjustments.
